As far as we are aware these toys are usually purchased for the toy and not the tiny bag of candy. As such, the focus on these goodies is the toy which is NOT EDIBLE We understand that in Japan a toy which comes with candy/gum can be sold as 'confectionary' at a lower tax than a toy on its own (hense the combo).
